Andy Stember is the President and Senior Structural Engineer for JAS Engineering, providing structural design and review services on a wide variety of projects for Public Agencies and Private Clients. These include the Cities of Portland, Tigard, Seattle and Anchorage along with architects, commercial building owners and condominium associations. Additionally, he has completed projects for Metro, The Port of Portland and Vancouver. He was the Chief Engineer for the Municipality of Anchorage Building Department for five years.
Mr. Stember has thirty three years of project management, design and review experience in steel, concrete, masonry and timber. This experience services institutional, justice, medical, high-rise, industrial, retaining walls and multifamily projects. Designs include foundations on spread footings; pilings with grade beams and geo-pier foundation systems; as well as, reviewing soil nail walls for projects in Seattle.
Structural building design experience encompasses municipal, commercial, industrial and residential projects. The designs include retaining walls at stream/culvert crossings, bridge abutments, residential townhomes and single level concrete tilt-up through larger commercial buildings with concrete shear wall and moment frame structural systems.
Andy Stember provides design and review for the remodel and repair of existing structures. Mr. Stember currently specializes in fire restoration projects. Included are seismic retrofits using ASCE 31 and ASCE 41 performance based design. Projects comprise of additions to churches, the retrofit of fire stations, rebuild of apartment buildings, residences. He reviews retrofit projects for hospitals, office buildings and large retail buildings.
Other services prepared are structural calculations, plans and details for lateral and vertical loading conditions. Work has been completed in various seismic zones, high wind areas and in heavy snow load areas. Computer applications used for engineering design and project management are: Enercalc, Multiframe and ETABS structural analysis and AutoCAD drafting programs.

Dustin Joined the JAS Engineering in the fall of 2014 while working on his undergrad, and has been a large asset to the design team. He has assisted on many important projects as he continues his education at Portland State University. Dustin was the Structural Engineer and Administrator on the Goose Hollow Bicycle Parking Concept Design for PSU, which is currently awaiting funding.
